Only an insane and/or insidious person or individual or group of persons or individuals would want to control a disease rather than eliminate it. I mean, why control the disease?
Controlling disease is in the same category as managing or maintaining the disease. People who are interested in controlling and/or managing disease(s) are not serious about curing or healing diseases at all. They have a very different motive. They cannot be serious about healing or curing disease because to control or to manage is totally different from healing and/or curing.
 The Rulers via their puppet government are not interested in people (citizens) being healed with the assistance of government. Government, especially the federal U.S. government, does not exist today to confer a benefit, but to confer a detriment and one that you can really feel and one that really hurts you. Government benefits from sick people, a la pharmaceutical drugs and hospital visits and procedures (surgery) in addition to the fact that sick people are easier to control and that's what government exists for - TO CONTROL! No other reason!
Diseases are used to control people, to control the minds of people, especially those plagued by disease! This is why there exists the Center for Disease Control in Atlanta, Georgia. It is the "Center for Disease Control" (CDC), not the "Center for Disease Elimination."
Government is not interested in eliminating disease just as it is not interested in eliminating crime, though maintaining public health, order, and safety are duties of government (actually duties in which they usually use to abridge our civil liberties). Crime, like disease, is big business. Remove crime from society and law enforcement officers wouldn't have a job.
So yes, crime benefits government and in a big way. It keeps judges, prosecutors, probation officers, criminal defense lawyers, law enforcement officers, jail and prison wardens, and bail bondsmen busy, just as disease keeps doctors, nurses, surgeons, pharmacists, insurance companies, hospitals, and paramedics busy. This is the name of the game!
And many simple-minded people are waiting for Jesus to return! Please! The modern U.S. government would kill that man so fast it would make your head spin. If the ancient Romans persecuted and crucified Jesus for what he did in those days (perform/heal on the Sabbath, perform miracles, etc.), what in the hell do you think these heads of the modern United States and other European Western power nations will do to Jesus today?
Jesus symbolically represents perfection and healing (via love and understanding) and thus represents perfect order in the world and perfect order threatens the stability of the country. This is true! Read the book "Report from Iron Mountain" which was the results of an investigation initiated by President John F. Kennedy in 1961 in an attempt to find out what is messing up the world so as to help or fix the world (as though this could really be done from a political standpoint) and in which was one of the many reasons the Rulers put a hit (contract) out on their recalcitrant puppet and blew his brains out in the public on November 22, 1963 to teach a very important lesson to all big-headed politicians who think about using the office of U.S. President for the good of the people and nation and to also let the American people know that there is a power bigger than the Office of U.S. President, though you don't know who or what "they" are, but "they" exist and you know "they" exist.
They are the "they" that people commonly refer to: "How come they do that?" "They will get you!" "They will tap your phone!" or "They will kill you if you threaten their social order."
So no, Jesus would not stand a chance re-entering the world (if you believe he ever existed and/or visited the world at all some 2,000 years ago) because government and big business (corporate America) would put out a hit on him because he would most certainly threaten their social order and illusory world and "they" just can't have this. The United States and Jesus cannot coexist and this is true! They are diametrically opposed to one another. Just look at the blows Christianity is taking from the government. Christian children are not even allowed to pray in public school anymore. The Ten Commandments have been removed from all courthouses.
Today, the Jesus people (Christians) claim Jesus (to love him and to follow him) but if you study the Jesus people's every action and thought, you can and will see they dance to the tune of this world, the enemy of Jesus.
You can believe in Jesus and simultaneously support the war in Iraq and the killing of thousands of people today. You can be a porno star and still be a Christian and/or profess Jesus Christ. You can pay usury [interest] (via credit cards, car loan, or home mortgage) in which Jesus condemned in his day and still claim to be a Christian or follower of Christ today.
You can do all these things today because government owns the Jesus software. Government gave people their modern rendition and version of Jesus (whom many sources state and claim was none other than Jehoshua Ben Pandira - Jesus, son of the Panther, a Black revolutionary who battled against the ancient Romans) and Christianity.
You didn't come to Earth knowing anything about a Jesus person, or even a Muhammad, Buddha, or Moses person. You were GIVEN/TAUGHT these concepts that originated from people you never met and will never meet in the public fool (school) system. People in general today are too ignorant and sheepish to create their own religious and spiritual belief systems. They are programmed to CONFORM from their very beginning of brainwashing in the public fool system.
The Rulers don't want to eliminate crime. They are only into "reducing" crime to trick the foolish people who really believe in government and that government works on behalf of the people. This is why you never hear any politician or law enforcement official talking about putting an end to crime or eliminating crime outright. They always and only talk about CRIME REDUCTION! They only want to reduce crime, not eliminate it totally and put many people and government agencies out of business. And they really don't want to reduce crime at all. They say this because they know that this is what YOU - the people (citizens) want to hear.
As the late Indian sage and mystic, Osho, stated, politicians are the best followers! They follow the people in what the people desire (though in many cases the politicians create these desires).
Government can never want to end anything outright! Government can only want to and actually CONTROL, REGULATE, MAINTAIN, and/or MANAGE (via voluntary consent of the people and/or force) something, including people. This is it, and you see this in the area of health with disease, i.e. disease management, disease control.
Even with poison, they are into controlling it. That's why there is a "Poison CONTROL Center" that you are told to call when there is "accidental" overdose of a pharmaceutical drug (medication) or even if your young child swallows toothpaste. Yes, toothpaste, because toothpaste is loaded with poisons (i.e. sodium fluoride, propylene glycol, etc.). Just go read the back of a tube of that conventional toothpaste in your bathroom. The warning is there!
With genital herpes being a very insidious disease, why would the medical industrial complex talk about "managing" herpes outbreak? Why would you want to manage an outbreak rather than heal it? See, these people know what they are doing with the language they are using. People (herpes victims/participants) hear about managing their outbreaks so much, they never even think about possibly healing from the outbreaks all together. They are systematically mentally reinforced that herpes is an incurable disease; however, this is only a partially correct and truthful statement, because genital herpes is only incurable under the Western allopathic approach to medicine/healing, not naturopathy, Native American Medicine, Ayurveda, Traditional Chinese Medicine, Afrikan Wholistic Health/Medicine, etc.
Genital herpes is not incurable under naturopathy and the other modalities of health supra and many herbalists, including myself, have helped and assisted many people in completely healing from genital herpes and other insidious so-called incurable diseases. I personally simply have people to change their thoughts (thinking), their attitude/outlook, their diet, their lifestyle, and their environment in order to completely and wholistically heal.
And I can't forget to mention herein about the people who tell me that they have a disease but they have it under control. This is asinine! It doesn't matter to me at all that you think you have your disease(s) under control because to have a disease under control means you still have the disease. And the scary thing is (or should be) is that, one day the disease may get OUT OF CONTROL!
"Out of control" is the flip side of "control." So to have a disease under control is dangerous because there's always the possibility of losing control or the disease getting out of control.
So you never want any disease under control, managed, regulated, or maintained. You want it 100% HEALED or CURED and the only way you can successfully heal or cure yourself from any insidious and so-called incurable disease is by (1) changing your thoughts to only positive and loving thoughts (eradicating all negative thoughts and emotions), (2) changing your attitude and/or outlook (especially about life and how you look at or see the world, especially YOUR world) to a positive mental attitude, for attitude determines altitude; (3) change your diet (perhaps to a vegan and/or raw foods diet, or 75% vegan and 25% raw foods), totally eradicating meat (dead, slaughtered animal flesh), dairy (liquefied cow snot, liquid meat), and refined starches and grains, processed foods, sugar/salt, coffee, wine/alcohol, etc.; (4) change/improve your lifestyle (the things you do, the way you live, etc.); and (5) change your environment (where you reside, places you hang out at, people you hang with, etc.).
 The government can never go after (prosecute or persecute) anybody who tells you that all of the above (thoughts, attitude, diet, lifestyle, and environment) is the true cure for any and all diseases, so-called incurable diseases included. So let us be aware of our thinking, our choice, and our use of words. Never settle for having a disease under control. Always seek to eliminate, eradicate, terminate, reverse, heal from, or cure the disease. Be specific with your words and intent. Your healing depends on it!
And lastly, no one can fault government, any government, for what it does. Government is as government does; and also, what people (uninformed, unenlightened, and legally non-astute citizens) allow government to do and get away with. The American people have voluntarily allowed their government (political leaders) to usurp their sovereignty under treason and so today, United States citizens (corporate entities, property of Congress) are the most heavily regulated and taxed people on the planet and deserve it. As Deepak Chopra and Dr. Wayne Dyer stated, "You get the government you deserve!" Legally and politically, we are all slaves today and deserve it. This may hurt, but it's true!
You'll find that in American law and jurisprudence the term "license" means "regulated (for a fee) pursuant to permission granted by a competent authority [government, of course]" and this is why U.S. citizens are bombarded with various licenses (that they have to pay for), i.e. marriage license, driver license, real estate license, broker license, contractor's license, daycare operator license, attorney's license, barber's license, investigator license, etc. No more rights! There are only privileges (licenses) that can be revoked at a whim if you get out of line and don't do as you're told.
Licenses are not free either! You have to pay for them. The good thing about "rights" i.e., constitutional rights, is that you didn't have to pay for them. You just invoked or exercised them. But when you voluntarily waive them (your rights) via ignorance via implied consent for statutory privileges, you will pay for everything you get and what you don't pay for with money (or credit) you will beg for, hence, PLEADINGS and PETITIONS!
That's right, in law, "pleading" and "petition" means "To beg Master for." The term "motion" is synonymous with pleading and petition, and therefore every remedy given by the American courts (local, county, state, and federal) is nothing but a form of BEGGING so-called "competent authority" for a redress of grievances. Only subjects and slaves beg!
You even have to first get a license (permission) from government (the State) to even open up a house of God (church, mosque, synagogue) in order to pray and worship.
And before you marry your sweetheart, you have to first get permission from the State (i.e. marriage license). You don't go directly to God to get married! You go straight to your master, man (elected official), who is your God today. Only spiritually aware, conscious, mature, responsible, and non-egotistical people just up and marry and do not seek government permission. These people don't need a piece of paper to ensure that they do right by one another and fulfill all of their obligations to their union.
For the average person, especially females, government marriage is a form of insurance (in case the marriage doesn't work out). The marriage certificate (license) is proof that they were married and owe post-nuptial duties, i.e. alimony, palimony, child support, etc.
In closing, learn to regulate and govern yourself and you won't need a government to rule, govern, and regulate you. Government (police, judges/courts, politicians, jailhouses, etc.) exists for one reason only - PEOPLE, and for one purpose only - CONTROL!
Concurring with Osho, people who are immature, irresponsible, unconscious, and egotistical are the reasons government exists in the first place. People who lack the ability to govern themselves must have someone else to govern them, at least this is what government and the majority of citizens believe. But with government, it doesn't care! Government (leaders) wants and believes that everybody needs governing and regulating, or basically - CONTROLLING!
To control another person is to lose your essence. Control takes focusing - focus on your subject rather than yourself which is highly detrimental and injurious.
